This is an area which is fast catching up with more and more Utilities coming forward to have an independent view of the performance of their process, plant & equipments. These are few very good reasons why one should have an independent performance testing done at owners facilities as well: |
> To meet performance benchings and avoid penalties by regulators
> Regulators can use it as performance benchings
> OEM's instruments are generally not test class
> Owners and project consultants generally do not possess test class instruments and highly specialised know-how
> A neutral third agency is generally accepted in LD assessments for performance shortfalls by OEMs as well as owners
> ASME, P.T.C.6-(1996) stipulates engaging an independent supervisor for tests
> Independent agencies' performance testing can give reliable benchmarks for future references for finding correct performance deviations / deteriorations and revenues
> OEMs cover only performance testing of their scope, whereas independent performance testing agency covers entire unit heat rate and establishes interface parameters
> Rehabilitation projects necessarily require an independent performance testing agency for acceptance tests
